Most players will never find the monster naturally. Yet, because of the internet and social media, you may have heard about him from others who have laid their eyes on the beast. The Vampire isn't just someone you can find roaming around the Saint Denis streets. You need to spawn the creature.
To do this, you must locate five bits of mysterious writing, which are scrawled on walls around Saint Denis.

Mysterious Writing Locations
You will find the strange messages around the southeast quarter of the city. These are their exact locations:
You need to go up and 'inspect' each message.
General Store Message
On the southeast edge of the city, you will find a general store near a train track.
This store has two doors. Beside the one closest to the track, you will find the piece of writing on the wall.
It reads:
Five bones under the perfect star. Nosferatu with Dominica will become mortal again.
Back Alley Message
Slightly north of the post office and down the street from a gunsmith, you can locate a back alley area. In this place, there are two sets of green wooden stairs.
Underneath one of them is a tunnel that you must head through. Once you do, you will find the message on the wall to your right.
This one says:
Oh sweetest of napes. May your blood remain forever on my lips. Six there will be before the lust is sated.
Apartment Building Message
This message can be found in the area behind the gunsmith. From the street, head through the alley beside the Jade Dragon Chinese Restaurant.
Once you do, you will find an apartment building on your right. The piece of writing is on the wall past the second light.
The message reads:
With one long kiss I draw the life from her and await the outpost of advancing day.
Soup Kitchen Message
The Soup Kitchen is across the street from a saloon. There is a big sign for the place.
Head right from the sign and take your first left. The message is just on the building as you turn the corner.
It reads:
I drink from the Maiden and I live again in the dead. The heart of the ring of blood.
Market Message
The market is on the eastern side of Saint Denis. The market itself isn't marked on the map, but there is a trapper there to indicate its location. The message you're seeking is in a little enclosed area directly next to the main market entrance.
The gate to it may be closed as you approach, but you can push it open. Once inside, the writing is just on the wall to the left.
The message reads:
I feed again the blood of life the circle has begun

Meet The Vampire
Once you've inspected all the messages, the protagonist will draw a pentagram in their book. This points to the location of where the vampire spawns.
He's in an alley across the street from a butcher shop and a general store. He will only appear there between midnight and 1 AM You can tell he's there because, when you get close, a corpse appears on the map at the spot he's supposed to be.
When you meet the creature, you will quickly find out he isn't the friendliest guy as he will threaten you. If you antagonize him or just don't leave, he will attack you.
You must be careful as he can kill you in one shot. If you kill him, you can acquire his Ornate Knife.
